KHOJALY: Who is responsible for the tragedy?

List of the guilty persons

Robert Kocharyan – ex-president of Armenia, commanded the Armenian armed units in February, 1992.

Serge Sarkisian – current president of Armenia, commanded the Armenian armed units in February,

Yuriy Zarvigorov – commanded the 366th regiment in February, 1992. Nowadays resides in the Pskov oblast of the Russian Federation.

Seyran Ohanyan – current Minister of Defense of Armenia, commanded the 2nd battalion of the 366th regiment in February, 1992.

Yevgeniy Nabokikh – after the events at Khodjaly moved together with the family (a wife being an Armenian) to the South America, where resides up to now (supposedly, in Argentina). According to some sources, major Nabokikh was rewarded 1, 5 million dollars for the seizure of Khodjaly. Commanded the 3rd battalion of the 366th regiment in February, 1992.

Movses Akopyan – commanded a company of the 366th regiment in February, 1992. Currently commands the armed units of the Karabakh Armenians.

Monte Melkonyan – a well-known Armenian terrorist, commanded some Armenian armed units, involved in the Khodjaly taking. Annihilated in 1993 by a special group of Azerbaijani armed forces.

Manvel Yegiazaryan - an Armenian terrorist, the leader of "Arabo" terrorist detachment which participated in ethnic cleansings in Khojaly. His terrorist detachment was destroyed in 1992 by Azerbaijani military units. Yegiazaryan himself lives in Armenia nowadays.

Zoriy Balayan – a writer, publicist. Guilty of inciting ethnic hatred and abetting .

Silva Kaputikyan – a poet, writer, publicist. Guilty of inciting ethnic hatred and abetting (date of death: August 26th, 2006.)

Bagrat Ulubabyan – a writer, historian. Guilty of inciting ethnic hatred and abetting (date of death: November 19th, 2001).

This is a short listing of people guilty of the Khodjaly genocide. The majority of them are charged with other heinous crimes, including those against their own citizens.

Below is the list of people guilty of the Khodjaly genocide drawn up by the Military Procuracy of the Republic of Azerbaijan.

Involvement of these 38 people in the Khodjaly genocide (some names given above) - servicemen of the 366th regiment and some others- was completely proved, and judgments on bringing them to trial as the accused of the crimes stipulated by the Article No.103 (genocide), No. 107 (Deportation or forced expulsion of the population), No. 113 (torturing), No.115.4 (violation of laws and customs of war), No. 116.0.17 (committing other actions related to rape, slavery on the sexual basis, forced prostitution, forced asexualization, and sexual outrage) of the Criminal Code have been already pronounced. The court passed a restraint measure against them to be taken to custody, with the appropriate documents to announce them in the international search submitted to the Central National Bureau of Interpol of Azerbaijan.
