Falsifications on Khojaly issue
Letter by the Ministry of Foreign Affairs of the Republic of Armenia

In 1997 The Ministry of Foreign Affairs of the Republic of Armenia circulated a letter in the UN concerning the Armenian perspective of the taking Khodjaly and reprisal of its inhabitants. Besides, there was presented the Armenian viewpoint on a number of issues regarding the Karabakh conflict.

That letter contained a gross distortion of facts. The Armenian diplomats didn’t even feel ashamed of misrepresenting a report by Human Rights Watch. Namely, blaming Azerbaijan for Khodjaly civilians deaths, Armenians referred to the above-mentioned report. Obviously, the Armenian diplomats believed no one would check their letter with a report by the human rights organization.

However, things went wrong, not the way Armenians planned them to be. The direction of Human Rights Watch was perturbed at the lies that the Armenian diplomats imputed to them.

In a letter to the Minister of Foreign Affairs of the Republic of Armenia, the executive director of Human Rights Watch Holly Cartner expressed her surprise at such an interpretation of HRW reports and stated they placed direct responsibility for the civilian deaths with “Karabakh Armenian forces”.
